Manuel is originally Peruvian and has degrees in Philosophy (Pontifical Catholic University of Peru) and in Public Administration (Arizona State University). He has also taken graduate courses in Theology (St Mary's Seminary and University). He has lived in Arizona, New Jersey, the San Diego-Tijuana border region, Florida, North Carolina, and Maryland. Manuel currently serves as Pastoral Associate to the Vicar Bishop in the Archdiocese of Baltimore. He previously served as a consultant to the Catholic Leadership Institute, as Director of Hispanic Pastoral Affairs for the Archdiocese of Washington, and as Assistant to the Director of Hispanic Ministry in the Diocese of Charlotte, North Carolina. His focus has been Hispanic ministry, parish vitality, and pastoral planning. Manuel and his family have been members of St. John the Evangelist's parish for the last nine years. At St. John's Manuel serves as RCIA catechist and lector. He is also a former member of the Parish Council, the Finance Council, as well as a former president of the parish's Hispanic Committee.
